Based on your description:

" The Setup: The story features a slice-of-life urban setting where a group of neighborhood kids encounter an eccentric man who spends all his time collecting odd bits of trash and scrap metal. The "Delusional" Element: The man is treated by the entire community as if he is completely crazy because he treats the pieces of garbage like individual, living alien entities and claims they are part of a crew. The story reads strictly like a realistic, contemporary piece of fiction about neighborhood dynamics and a misunderstood guy. The Sci-Fi Twist: At the very end of the book, just as the local authorities or developers are coming to dismantle his work, the man is vindicated. The "junk" sculpture activates, revealing it was a highly advanced spacecraft all along. The individual pieces of trash were actually disguised aliens, and they all lift off and leave Earth together. Because of the extreme tonal shift at the very end, it often confused librarians and databases, leading it to be listed under realistic contemporary fiction in most places, but "Sci-Fi" in others."
