Based on your description:

"may have been called "Let there be rain" features a character with a round white head and simple wide smiley face wearing a green shirt and extending arms to the sky. The book compiles a few different stories, like a story of a king, robots, pirahnnas, apocolyptic themes, exploding dog productions? this is a picture book, but its not for children."
