Based on your description:

"An English children’s or young adult novel from the 1980s or earlier in which the lead character is a probably teenage boy learning archery and how to make bows. There are frequent references to hitting the gold in the middle of the target. The main character wants to make a bow cut from the heart of a.Yew tree but cannot because there are not enough trees to waste one. I do not remember if there is an older mentor or if he is learning from books. he is also teaching a girl about his own age who quickly becomes proficient. I think the setting was sometime in the future in a small and isolated forest community with limited technology. I only read the first few chapters which focused on the skills of archery and bow making with not much world building or indication what the characters skills were going to be used for in the rest of the story. I do think there was a reference to keeping the wood for the bow underwater in a running stream for a certain time to get rid of the sap or something. I can give you a list of books. I have already checked that are not the right one: The chrysalids by John Wyndham The tripod trilogy Anything by Robert Westall Bows against the barons The Prince in waiting trilogy The inheritors by William Goulding The changes trilogy The Guardians Outlaws of Sherwood"
