"a young adult/teen book taking place in a fantasy world where the main character is the big bad wolf's son and he and other delinquent characters are put in some kind of juvy. He meets a fairy later and they are trying to bust some kind of underground scheme where they put wolves on a kind of magical steroids and make them race and harm each other. I think the main villain had a golden touch which he covered with a glove. It was dystopian. Blue cover, a silhouette of the main character looking back on the cover."
